“Digital Learning Popularity” – A digital knowledge platform for the development of the digital era

In the context of national digital transformation, the dissemination of digital skills is essential so that all citizens can access information, services, and development opportunities.

On March 21, 2025, the Central Steering Committee for National Digital Transformation issued Plan No. 01-KH/BCĐTW on the implementation of the “Digital Literacy for All” Movement, with the objective of ensuring that everyone, especially disadvantaged groups has equal opportunities to access technology; enhancing awareness and technological application capabilities; helping citizens apply technology effectively in daily life, work, and study; and forming a civilized, responsible digital citizen community.

The online platform https://binhdanhocvuso.gov.vn provides citizens with essential basic digital knowledge, including:

• Organizing online courses on essential digital skills;
• Providing guidance on using computers, smart devices, social networks, and online public services;
• Supporting citizens in interacting with government agencies through digital platforms;
• Disseminating information on information security, fraud prevention, fake news awareness, and personal data protection in cyberspace

Through this, citizens can engage in self-learning anytime and anywhere, turning digital learning into a nationwide movement in accordance with the guiding spirit of the Party and the State leadership.

How to Log In to the “Digital Learning Popularity” Platform

• Step 1: Access the website at https://binhdanhocvuso.gov.vn
• Step 2: On the homepage, click “Log in”
• Step 3: Continue by selecting “Log in with VNeID” or enter “Email and Password” to log in
• Step 4: Enter “Personal Identification Number and Password” or “Scan QR Code” to log in

Each individual and organization needs to promote a proactive and positive spirit in self-learning and self-improvement of knowledge and skills related to digital transformation; enhance awareness and responsibility regarding the importance of implementing the “Digital Literacy for All” Movement. This is one of the core factors in building a strong and comprehensive digital economy and digital society in Vietnam
